Massimo Ricchi
Massimo Ricchi is a qualified lawyer with a post university specialization in Banking and Finance and is currently Public Project Finance and PPP advisor of primary public bodies and private companies, in 1996 has been hired at ANAS SpA.
He has been recently a senior lawyer for the Ministry of Infrastructures - Technical Mission Unit and legal component of the Italian PPP Task Force - Presidency of the Council of Minister since 2000 (- 2012) facing over 300 projects with PPP’s contractual scheme (Roads, Hospitals, Prisons, Waste, Urban development, etc.).
He was a national co-implementer of Prison Plan – Ministry of Justice, about 900 million € to build 11 penitentiaries, one of which in Bolzano was the first PPP in Italy.
He is currently legal assistant at the RUP of the ASL 2 Umbria to realize “Città della Salute” and ARBO BZ the biggest urban development of rail station areas in Europe (50 ha) and for Azienda Sanitaria Alto Adige has been in charge of innovative projects relating IT program managing territorial health file.
Mr Ricchi is teaching Project Financing Law at Rome Architecture University “La Sapienza” in Master BIM – Building Information Modeling and at the Faculty of Economics Tor Vergata in Master in Procurement Management.
He has published several articles and books and is an expert educator and frequent speaker in national and international conferences on PPP’s; see the Volume (co-curator with G.F.
